Biography

In 1941, Hugo Wheegook Kim (김휘국 in Korean) was born to a family cultivating a small plot of land in Jeonnam province, South Korea. He received a basic education during the Korean War, graduated from a teacher’s high school in Suncheon in 1959, and taught at a primary school in his hometown until he was admitted to the prestigious Korea Military Academy (KMA) in 1962. After graduating from the KMA in 1966, he was commissioned as a second lieutenant in the Korean Army’s infantry division.

After thirteen years of service with tactical and strategic training, Hugo pursued an opportunity for overseas graduate education: three years for a master’s program and another three years for a doctoral program. After earning an MPBA from Southeastern University, Hugo earned his MA and Ph.D. in economics from The Catholic University of America in Washington, D.C. He returned to Seoul to teach at the National Defense University, but in 1987, he made the major decision to retire from the Korean Army to further his studies in the United States.

While teaching at Southeastern University from 1989 to 1991, Hugo also participated in research activities as an Adjunct Fellow at CSIS from 1994 to 1999. Meanwhile, he took an active part in advancing Korean studies as a founding member of the International Council on Korean Studies (ICKS). He played a pivotal role in organizing ICKS annual conferences and served as Editor-in-Chief of its academic journal, IJKS, for five years.

Hugo taught graduate courses at the Washington University of Virginia from 2008 to 2018 and published books and articles in various journals and newspapers, including Towards the Land of Hopes (희망의 나라로: 워싱턴에서 본 한국, 1998). With the staunch support of his devoted wife, he embarked on an ambitious project: a seven-book series on political and economic history. After laboring for over sixteen years, he self-published the series in English through CreateSpace in 2020 (listed on the Publications page).

Moreover, Hugo has continued to publish eBooks in Korean—all listed in the Korean Publications section—including A Story of Civilization with Political Philosophy & Economic Thought (정치철학·경제사상과 함께 읽는 세계문명사, 2022), A Retrospective of My Life: Individual, Society, and Nation State (인생의 회고: 개인과 사회와 국가, 2022), World Order and the Future of Capitalism in the 21st Century (세계 질서와 자본주의의 미래, 2024), Reminiscences of My Life (인생의 회상과 노년의 향기, 2024), and Capitalism and Socialism: Efficient Growth vs. Equal Distribution (자본주의와 사회주의: 성장과 분배, 2025).
